Depending on who you ask, the Commonwealth of Virginia is the second easiest state in the United States in which to foreclose on a deed of trust or mortgage. Along with about half of the states, Virginia is a ?non-judicial foreclosure state?. That means that in most cases, a mortgage lender does not need to go to court or file any documents whatsoever with a judge in order to foreclose upon a home. The main legal protections for the borrower are that the borrower must receive notice that they are in default or that their loan has been ?accelerated? and later a notice that a foreclosure has been instituted. If a borrower has, without informing their mortgage company, moved or changed mailing address, those notices may be deemed to have reached the borrower even when they are going to the wrong address! Military Service personnel may have some additional protections in that regard if they are deployed, but generally, the only safety net to not receiving mailed notices would be an advertisement in the newspaper. Generally, those ads may be required to run up to five times but under law may also be published as few as two times. In some parts of the state, the primary publication used for foreclosure notices are more or less business publications and are not ?circulated? among average consumers. The result is that foreclosure and loss of legal title ownership of the property may happen to many homeowners with minimal or no actual notice! All homeowners who are in default on any covenant of their mortgage loan should make certain to keep the mortgage lender apprised IN WRITING of their current mailing address or should read all local publications ? at least the Legal Advertisements -? daily!?? Also, strongly consider giving your lender any new telephone (cell) numbers. What you don?t know can hurt you. Do not discard any notices received by mail from your lender, regular or certified, or notices posted on your door, especially those sent by attorneys claiming to serve as Trustee or attorney for the mortgage lender.?? But you may also discover important information from other third parties such as process servers, real estate investors from their activities in the title records of your town or county, or inspectors.?? Save all those documents and seek legal counsel on how to protect your title or pursue alternatives to foreclosure. The sooner a homeowner takes action, the more alternatives are available. Once the foreclosure auction occurs, also known as ?once the gavel comes down?, eviction proceedings can begin shortly. The lender may also be able to pursue a borrower by filing a lawsuit to recover any moneys not recovered in the foreclosure auction. This is called ?pursuing a deficiency judgment?. Not only is Virginia a Non-Judicial Foreclosure State, but we are NOT an election of remedies state, such as North Carolina, in which a lender must recover against a homeowner in default on their mortgage on their primary residence by EITHER foreclosure OR by lawsuit, but not by both.

Bottom line is that foreclosure in Virginia can occur relatively quickly, with relatively minimal notice, especially in this age of blocking calls to your cell phone. The consequences are serious enough with loss of your home, but the consequences can also linger for years with deficiency judgments and damage to your credit. Face the situation head on and get legal help!? You might be surprised to learn that quite often, attorneys specializing in foreclosure prevention are very affordable and have most or all of their legal fees paid by your lender!

Finally, never assume that because one part of your mortgage company is ?working with you?, e.g., helping you apply for a loan modification; that the other part of the mortgage company is not also pursuing foreclosure against you at the same time!

JERUSALEM (AP) ? Israeli archaeologists have discovered a 2,700-year-old seal that bears the inscription "Bethlehem," the Israel Antiquities Authority announced Wednesday, in what experts believe to be the oldest artifact with the name of Jesus' traditional birthplace.

The tiny clay seal's existence and age provide vivid evidence that Bethlehem was not just the name of a fabled biblical town, but also a bustling place of trade linked to the nearby city of Jerusalem, archaeologists said.

Eli Shukron, the authority's director of excavations, said the find was significant because it is the first time the name "Bethlehem" appears outside of a biblical text from that period.

Shukron said the seal, 1.5 centimeters (0.59 inches) in diameter, dates back to the period of the first biblical Jewish Temple, between the eighth and seventh century B.C., at a time when Jewish kings reigned over the ancient kingdom of Judah and 700 years before Jesus was born.

The seal was written in ancient Hebrew script from the same time. Pottery found nearby also dated back to the same period, he said.

Shmuel Achituv, an expert in ancient scripts at Israel's Ben-Gurion University who did not participate in the dig, said the discovery was the oldest reference to Bethlehem ever found outside of the Bible. Apart from the seal, the other mentions of Bethlehem, Achituv said, "are only in the Bible."

The stamp, also known as "fiscal bulla," was likely used to seal an administrative tax document, sent from Bethlehem to Jerusalem, the seat of Jewish power at the time.

It was found as archaeologists sifted through mounds of dirt they had dug up in an excavation outside Jerusalem's Old City walls.

Shukron said the first line most likely read "Beshava'at" ? or "in the seventh" ? most likely the year of the reign of a king. The second line, he said, has the crumbling letters of the word "Bethlehem." The third line carried one letter, a "ch" which Shukron said was the last letter of the Hebrew work for king, "melech."

Hebrew words often do not have vowels, which are understood from the context, making several interpretations of the same word plausible. Some of the letters are crumbled, or were wiped away. Three experts interviewed by the AP, one involved in the text and two independents, concurred the seal says Bethlehem.

There are only some 40 other existing seals of this kind from the first Jewish Temple period, said Achituv, making this a significant find, both because such seals are rare, and because this is the first to mention Bethlehem.

The dig itself has raised controversy.

It is being underwritten by an extreme-right wing Jewish organization that seeks to populate the crowded Palestinian neighborhood of Silwan with Jewish settlers, arguing that they have ancient links to the area. The dig is being undertaken in a national park in the area of Silwan, known to Jews as "the City of David."

Shukron said the seal was found some months ago, but they needed time to confirm the identity of the artifact.

LONDON (AP) ? A Channel Islands auction house says it's selling a vial that allegedly contains blood residue from Ronald Reagan ? a move denounced Tuesday by the late U.S. president's family and his foundation.

The vial being auctioned online was used by the laboratory that tested Reagan's blood when he was treated at George Washington University hospital after a 1981 assassination attempt in Washington, the PFCAuctions house said.

Reagan's son Michael condemned the auction but said he was confident it was not his father's blood.

"Whatever's in the vial ? could be mouse blood ? it's certainly not Reagan blood," Reagan said in a telephone call from Los Angeles. "And what an outrageous thing to do to (Reagan's widow) Nancy and the family. I hope the world calls on this organization to cease and desist because it's so bogus."

"Even if it were true, how dare they, how dare they do such a thing?"

John Heubusch, executive director of the Ronald Reagan Presidential Foundation in California, condemned the auction and vowed to try to halt it. Bidding for the vial had passed the 7,000-pound ($11,000) mark Tuesday, the house said, and the auction ends Thursday.

"If indeed this story is true, it's a craven act and we will use every legal means to stop its sale or purchase," Heubusch said in a statement. "We've spoken to GW (George Washington) Hospital and are assured an investigation as to how something like this could possibly happen is under way.

"Any individual, including a president of the United States, should feel confident that once they enter into the care of a medical system their privacy and rights are held inviolable," he said.

The auction house on the Channels Islands between England and France said on its website that the blood vial did not come from the Washington hospital that treated Reagan but from the Bio Science Laboratory in Columbia, Maryland.

No listing could be found for Bio Science Laboratory in Columbia. The lab company appeared to have changed hands a number of times since 1981.

A spokesman for George Washington University hospital , Steven Taubenkibel, declined to comment.

The item is a five-inch (12.5-centimeter) glass vial that is one half-inch in diameter and has a green rubber stopper. The auction house says it clearly contains traces of dried blood.

The vial is being sold by a man whose late mother took it from the laboratory with permission weeks after the tests were made, auction house spokeswoman Kylie Whitehead told The Associated Press.

"No one from the foundation or from the family has complained to us," she said Tuesday.

In a statement on the auction house's website, the seller said he tried to interest the Reagan library in purchasing the vial from him but did not succeed. He said the lab director told his mother she could take it.

The auction house website says the seller claimed he was a supporter of Reagan's conservative economic policies and believes the late president would have wanted him to sell the vial rather than donate it.

Reagan required emergency surgery after he was shot by John Hinckley Jr. outside the Washington Hilton Hotel shortly after speaking to labor union officials on March 30, 1981. Hinckley fired six shots at the president from close range. All six missed, but one bullet ricocheted and hit Reagan.

The president was wounded barely two months after taking office. He suffered a punctured lung and severe internal bleeding that required life-saving surgery.

His popular press secretary, James Brady, was left paralyzed after being shot. Two people protecting Reagan were also wounded.

Hinckley was found not guilty by reason of insanity. He remains in a psychiatric facility in the Washington area but has been allowed to spend some time with his family.

AMMAN, Jordan (AP) ? A prominent Palestinian writer who was jailed in Syria for nearly three weeks described the facilities as "human slaughterhouses," saying security agents beat detainees with batons, crammed them into stinking cells and tied them to beds at night.

Salameh Kaileh, 56, was arrested April 24 on suspicion of printing leaflets calling for the ouster of Syrian President Bashar Assad, who is fighting a 15-month-old uprising against his rule. Kaileh's story offers a rare inside glimpse into the conditions faced by detainees held by the country's feared security services.

"It was hell on earth," Kaileh told The Associated Press on Sunday, nearly a week after Syrian forces released him and deported him to Jordan. Speaking at his friend's home in an Amman suburb, Kaileh had bluish-red bruises on his legs, which he said were the result of beatings with wooden batons that were studded with pins and nails.

"I felt I was going to die under the brutal, savage and continuous beating of the interrogators, who tied me to ropes hung from the ceiling," said Kaileh, a soft-spoken man with a shock of white hair who appeared frail, barely able to stand on his feet.

Born in Birzeit, West Bank, Kaileh has suffered under the regime in Damascus before. He was imprisoned by the Syrian government in 1992 for eight years because of his alleged links to underground Syrian communist and leftist opposition groups. A well-known leftist, he has written books on subjects ranging from Marxism to Arab nationalism.

This time, he was held in at least four detention centers after security forces arrested him at his home in Damascus, the Syrian capital where he's lived for more than 30 years.

Kaileh denied printing the leaflets, which he said angered the regime because they read: "For Palestine to be free, Syria's regime has to fall."

Syria often has touted its support of the Palestinian cause to boost its credentials as a bastion of Arab nationalism.

Kaileh's detention caused an outcry by Arab intellectuals, who called for his release and lashed out at Assad ? whose crackdown has not spared other intellectuals and artists.

Ali Ferzat, a political cartoonist whose drawings expressed Syrians' frustrated hopes for change, was beaten by masked gunmen as he left his Damascus studio last August. The assailants broke his hands and dumped him on a road outside Damascus.

A group of intellectuals and artists, including Syrian actress May Skaff, were rounded up and jailed for a week last summer after holding a protest in Damascus.

Recalling his arrest, Kaileh said Syrian intelligence stormed his house in an upscale Damascus district shortly after midnight. "They handcuffed and blindfolded me, took my three laptops, cell phones and any shred of paper they could lay their hands on."

"I told them I had nothing to do with the leaflets, but the interrogators insisted that they had information I was distributing them and that I had printed them out," he said.

He said Syrian security wanted to intimidate him by being "disdainful to Palestine and the Palestinian people, cursing us and saying the Israelis were better than us."

In one of the detention facilities in Mazeh ? a Damascus suburb ? Syrian security threatened they will "rape me and tape it to put the clip on the Internet," he said.

Rights groups have accused the Syrian government of torture of detainees. Claudio Grossman, the chairman of the U.N.'s Committee Against Torture, said this month that the Syrian government has carried out widespread killings, torture in hospitals, detention centers and secret detention facilities, as well as torture of children and sexual torture of male detainees.

Kaileh said he shared a cell with at least six army defectors and several doctors who had treated wounded civilians.

At night, he said he heard other prisoners "cry and scream while they were beaten."

Days later, Kaileh said he was admitted to a government hospital to treat his leg wounds. There, the conditions were "worse than in the detention centers."

He said he was squeezed into a small room with 30 other prisoners, mostly activists who allegedly participated in anti-government protests.

"The room was barely enough to accommodate five people," he said. "It was filled with body stench, dirt, urine and stool. Two people shared small beds and were tied to them, the food was lousy and we couldn't eat properly because our hands and feet were handcuffed day and night."

"We were not allowed to go to the restroom," he said. "Still, we were beaten if we urinated in our sleep."

"The detention facilities I was taken to were human slaughterhouses," Kaileh said.
